Vehicle has been parked at in front of my house and has not moved in 7 days.

I've been going on walks in South Park after work every weekday and I've seen this car with someone living in it every time for the past 2-3 months. It's always parked in the same spot. Not sure if they move and come back or not. I only took photos twice, but the first picture is from 8/13 and the second is from 8/20. I tried to pin the exact location, but they're parked on the street on the park side right across from 1405 28th Street. Right near the park bathrooms.

The bathroom has been unusable for over three years! The burned out structure is an eyesore to the park patrons and the surrounding businesses. The inconvenience to the children and adults who utilize the park can not be expressed enough! The horrible "outhouse's" that were set up are supposed to be temporary facilities not permanent accommodations. Please take the time to address this very important issue for the Mt. Hope district. We thank you in advance.
