Viva illegal sidewalk vending When did the laws change ?! If so where is the code that allows this sell with no permits

This antiquated vehicle in the photo has been parked in this location on my street Altadena Ave for at least 2 years and has not moved, since I purchased my property 2 years ago. There are cob webs and overgrown plants around the vehicle and tires. Beyond the safety and hazardous waste risks and implications, the vehicle has become a blight on our community, lowering property values and creating an eyesore for everyone living on the block. Please remove this abandoned vehicle from Altadena Ave.

The train track next to harbor drive in downtown is strewn with horrible amounts of trash trash. this is the train track and not the trolley track.

A large group of unhoused people has been congregating here for weeks. They are the same people who come and go and make their camp here all these times. In late afternoons they put up their tents spend the nights. In the daytime they take down the tents and cover them up to make it look like they are just passing through. However, they have been staying here for weeks. They dump their trashes in our trash bins and argue with the local residents who object their illegal stays. Please help.
